TCI was founded in 1985 by Curt Renshaw, an electrical engineer who, after graduating from Georgia Institute of Technology, had worked as a civilian for the US Navy in advanced satellite communications. TCI initially teamed with Booz | Allen | Hamilton to provide continued engineering and logistics support to the Navy. TCI quickly became a magnet for intelligent, creative and successful individuals who shared the passion of the founder and the ideals of the company.

Today, TCI is managed by CEO Martha Renshaw, from the University of Maryland. Martha's background includes serving with Alinda C. Burke, America's first woman to serve as Deputy Federal Highway Administrator under the Carter Administration, where Martha brought together public and private sectors for joint development of mass transportation projects. She served as operations manager to Georgia Representative Robert "Mickey" Channell, performing socio-economic impact and financial analyses on major projects. Before joining TCI in 1987, Martha served as a consultant for Telic Corp., providing budgeting solutions to the Bell Telephone Operating companies.
